Threshold of needs

One of the requirements of Working Together 2023, is for safeguarding partners to publish a threshold document, which sets out the local criteria for action in a way that is transparent, evidence-based, accessible, and easily understood.

Our Threshold of Needs document is for everyone working with children, young people, and their families in Oxfordshire. It explains how we can work together, share information, and focus on the needs of children and their families. Our goal is to provide effective support early on to prevent problems from getting worse. It outlines our approach to keeping children and young people safe from harm.

The guidance on the threshold of need and intervention is crucial. It supports our local vision to offer targeted support services as early as possible, up to specialist and statutory interventions when necessary. This guidance provides a clear framework and common understanding for all practitioners, helping to ensure everyone knows the different levels of support needed for children, young people, and their families.

Protecting children and young people involves analysing complex information about human behaviour and risk. It’s not always straightforward, and responses should be based on thorough assessment, sound professional judgement, and statutory guidance when appropriate. Those who know the child and family well are usually best placed to support them or help them access the support they need, improving outcomes for the children. This means that everyone working with children and young people will be managing varying degrees of risk.
